We put dry sea cabbage into the pan. Such cabbage should have a white bloom. You should not be afraid of him, this is normal.

Since this cabbage is very tender, it does not require cooking. Therefore, it is enough just to soak it in cool water for 15 minutes. Then wash the cabbage in cold water for 3-5 minutes, so that the grains of sand do not fall on the tooth.

Grate carrots on a coarse grater. Add to cabbage. Then sprinkle the salad with sugar, salt and spices to taste. Chop the garlic finely and add to the salad.
